The Metropolitan Police Department in Washington D.C. is investigating an officer who chased down a 9-year-old black boy for leaning against a car and handcuffed him while he cried.
The incident was filmed by witnesses, and has gone viral.
Washington D.C. Mayor Muriel Bowser warned WTTG not to publicize the incident, which is protected under the First Amendment:
Every case is different. I would also suggest you not promote pictures of juveniles in this situation.
Patrol Chief Lamar Greene said that children could be handcuffed if the officer fears them:
It just depends on whether the officer feels that there is a threat or what situation led up to. We have juveniles that are involved in all sorts of different activities within the city. Certainly, we will get to the bottom of this.
