Pima County Sheriff’s Deputy Manuel Van Santen was filmed in September 2019 cursing and roughing up a 15-year-old quadruple amputee at group home in Tuscon, Arizona.
A 16-year-old boy filmed the brutal take down. Both teens were arrested and charged with disorderly conduct, reported KOLD in November 2019.
Leaders at the group home called the police because the teenage quadruple amputee was allegedly out of control and had knocked over a trash can. It’s not clear how the limbless teen posed any actual threat.
The Pima County Attorney’s Office announced on March 10, 2020 that it won’t file excessive use of force charges against the Deputy Santen:
Such charges would have to be predicated upon evidence sufficient not merely to demonstrate probable cause, but to prove beyond a reasonable doubt that the level of force used was excessive. The evidence here is not sufficient to meet that high burden of proof. For these reasons, the Pima County Attorney’s Office declines to file any criminal charges against Deputy Van Santen arising from this incident.
